yep he's right you can't fire the teacher. What kind of incentive do teachers have to teach kids well anyway?

I think that's part of the problem. When we have government policy or employees who use terms to designate goals but explain what would define those terms, we get problems. If the desired goal for a Governor were to teach kids 'well', how would they or we know if the goal were reached?

Hmm, perhaps one should say teach them to know more than they know now.

Still vagueries there. The amounts between here and now and what would equal more have to be quantified somehow.

It would be far better to determine exactly what needs to be taught and the process of how it will be learned. I think this is far better.
